First of all, we wish to thank Attorney General Diana Salazar for her early announcement that she will not be a presidential candidate in 2025. Or will she? Her exact words were "Por el momento" - in this moment - she had no plans to be a candidate. That in politics is known as a "definite maybe." Jorge Luis Borges said it best. "...la ambiguëdad es una riqueza."
The announcement was made yesterday, February 18, 2024, on the television program “Politically Correct.” Many other important points were made; you can watch the program in its entirety here: https://www.youtube.com/watch?v=I0ZGfjC3bSU.
Of course the announcement was not what we wanted to hear. However, it was anticipated in prior posts we made concerning the necessity to complete early preparatory work to wage a successful electoral campaign, which in her case simply was not happening at least on a visible level:
Number 1: an experienced and talented campaign team must be assembled – a staff that is independent of any existing political organization and which is dedicated only to the candidate.
Number 2: form her own political party/group.
Number 3: A number of campaign tools must be forged. I will mention only one.
A poll of at least 1,000 voters must be conducted nationwide. The poll would include topics likely to emerge at one time or another during the campaign - euthanasia, abortion, impunity – as well as basic socioeconomic data such as income, gender, place of residence, TV news programs watched, etc. The poll sample should be stratified on many levels, e.g., if 30% of the vote is in Guayaquil, 30% of the polls should be conducted there. If 52% of the voting population is female, 52% of the polls should be conducted with women. A stratified poll is random only in the selection of interviewees.
But why so many interviews?
Many political campaigns conduct polls which are quickly stashed in a drawer and forgotten. In such cases, thousands of dollars are wasted. Successful campaigns, on the contrary, use a poll every day for a variety of purposes.
Example: the candidate is going to meet with a group of women university professors in Cuenca. Which issues should the candidate focus on as well as avoid? One poll question will have been asked about the level of education – advanced degree, in this case. Another on gender. Another on geographic location. And so on.
The results are statistically processed; cross tabulations and regressions are run via such platforms as The Statistical Package for The Social Sciences.
The issue of immunity for Rafael Correa will probably arise. Let´s say the national results were 70% against immunity, 30% in favor. However, among females with advanced degrees a cross tabulation showed the results are 85%-15%. If the candidate opposes immunity, that group is an excellent place to make the announcement – to come down hard on immunity, with both feet.
However, to know how females with advanced degrees in Cuenca feel about an issue, we need to have enough interviews with that group – I prefer a minimum of 30 – to give us a reliable answer. I assure you a poll of 200 interviews will not be enough to provide it.
Before the meeting in Cuenca, the candidate is handed a card with the immunity issue results (among others), and knows exactly what to say.
Diana Salazar has never run for elected public office. That means she would have to start a campaign from scratch. There are many con men and incompetent people out there who would love to be hired on her campaign staff. If she has good intuition she can sort them out; however, due to a lack of experience, the probability Is high that crucial mistakes would be made. Election night disaster is the probable result.

I am not a lawyer or criminologist. However, I have extensive experience in all three branches of government which include decades of working with and against lawyers.
The" Politically Correct" TV program pointed out the five gigantic criminal cases Diana Salazar is working on. She must finish them before April 2025, when her term expires. Here´s why:
Narco traffickers and other criminals have billions of dollars at stake; they will do whatever it takes to stall and drag out the cases against them until her term expires. Without Diana Salazar, the Metastasis Case will likely wither and die. The criminals will also do whatever it takes to select her replacement.
On both levels, there is little room for optimism...
Diana Salazar, you are one in a million. You wish to serve your nation, to benefit your community - not get rich quick. Time and again, you proved yourself to be both capable and incorruptible. Your reality is truly extraordinary in the face of the realities French philosopher Charles de Montesquieu observed: “It is impossible for wealth not to give power,” and “He who has the money always is the master of the other….”*
Well, not always. The exceptional Diana Salazar proved it time and again in action, not words. Equally true, unfortunately, when all is said and done, the exception only proves the existence of the rule.
One in a million means there are only 18 other people like Diana Salazar in all of Ecuador. The odds of finding one of them are somewhere beyond poor.
Footnote: Diana Salazar can always run for president five years later, in 2030, in what will surely be a hugely deteriorated landscape. (There is another option for her which I will not discuss here).
As for 2025, hopefully, other candidates will present themselves who are something other than Correa “lite.” In particular, President Daniel Noboa continues to make errors of a political greenhorn; the “Chatarra” incident with Russia, which needlessly cost Ecuador jobs and millions of dollars, is only the latest in a string of hapless kinder mistakes. We hope he will grow into the post. Without Diana Salazar as a counter-weight and balance after April 2025, the prospect is less positive.
Sometimes things have to get worse before they can get better. Perhaps that´s the definition of tragedy.

UNA EN UN MILLÓN
En primer lugar, queremos agradecer a la Fiscal General Diana Salazar por su temprano anuncio de que no será candidata presidencial en 2025. Pero ¡OJO! “Por el momento” ella no piensa hacer campaña. Esto se llama en la política un “quizá definitivo”. Jorge Luis Borge lo dijo perfectamente bien: "...la ambigüedad es una riqueza."

Claro, el anuncio no fue lo que queríamos escuchar. Sin embargo, en previos posts que hicimos, se anticipó el acontecimiento. Hay que completar temprano muchísimo trabajo preparatorio, lo que en el caso de Diana Salazar simplemente no estaba sucediendo, al menos a un nivel visible:
Número 1: formar un equipo de campaña con experiencia y talento, un personal que sea independiente de cualquier organización política existente y que esté dedicado únicamente al candidato.
Número 2: formar su propio partido/grupo político.
Número 3: forjar una serie de herramientas de campaña. Mencionaré sólo una…
Se debe realizar una encuesta de al menos 1.000 votantes en todo el país. La encuesta incluiría temas que probablemente surjan en un momento u otro durante la campaña (eutanasia, aborto, impunidad), así como datos socioeconómicos básicos como ingresos, género, lugar de residencia, programas de noticias de televisión favoritos, etc. La muestra debe estratificarse en muchos niveles, por ejemplo, si el 30% de los votos es en Guayaquil, el 30% de las encuestas deben realizarse allí. Si el 52% de la población votante es femenina, el 52% de las encuestas deberían realizarse con mujeres. Una encuesta estratificada es aleatoria (“random”) sólo en la selección de los individuos entrevistados.
¿Pero por qué tantas entrevistas?
Muchas campañas políticas realizan encuestas que se guardan en un cajón y se olvidan. En tales casos, se desperdician miles de dólares. Las campañas exitosas, por el contrario, utilizan encuestas casi a diario para diversos propósitos.
Ejemplo: digamos que el candidato se va a reunir con un grupo de profesoras universitarias en Cuenca. ¿En qué cuestiones debería centrarse el candidato? ¿Cuáles se deberían evitar?
La encuesta habrá preguntado sobre el nivel de educación (título avanzado, en este caso); sobre género; sobre ubicación geográfica. Los resultados se procesan estadísticamente; las tabulaciones cruzadas y las regresiones se realizan a través de plataformas como The Statistical Package for The Social Sciences.
Probablemente en la reunión surgirá el tema de la inmunidad de Correa. Digamos que los resultados nacionales fueron 70% en contra de la inmunidad, 30% a favor. Pero entre las mujeres con títulos avanzados, una tabulación cruzada mostrará que los resultados son del 85% al 15%. Si el candidato se opone a la inmunidad, ese grupo es un excelente lugar para hacer el anuncio: atacar duramente la inmunidad, aterrizando con ambos pies.
Ahora bien, para saber cómo se sienten las mujeres con titulación superior en Cuenca sobre cualquier tema, necesitamos suficientes entrevistas con ese grupo – yo prefiero un mínimo de 30 – para que tengamos respuestas confiables. Les aseguro que una encuesta de 200 entrevistas no será suficiente para darlas.
Antes de la reunión en Cuenca, el candidato recibe una tarjeta con los resultados de la cuestión de inmunidad (entre otros). Se sabe exactamente qué decir.
Diana Salazar nunca se ha postulado para un cargo público elegido. Eso significa que tendría que empezar su campaña de cero. Hay muchos estafadores y personas incompetentes a quienes les encantaría ser contratados en el personal de la campaña de ella. Si ella tiene buena intuición, puede identificar y rechazarlos. Sin embargo, debido a la falta de experiencia, la probabilidad de que se cometan errores cruciales es alta. El desastre de la noche electoral es el resultado típico.

No soy abogado ni criminólogo. Sin embargo, tengo una amplia experiencia en las tres ramas del gobierno, que incluyen décadas de trabajo con y en contra de los abogados.
El programa de TV “Políticamente Correcto” señaló los cinco gigantescos casos penales en los que está trabajando Diana Salazar. Tiene que terminarlos antes de abril 2025, cuando expira su mandato de Fiscal.
El por qué:
Los narcotraficantes y otros delincuentes tienen miles de millones de dólares en juego; harán lo que sea necesario para detener y prolongar los casos en su contra hasta que el mandato de Fiscal General de Diana Salazar expire.
En particular, sin Diana Salazar, el Caso Metástasis probablemente se marchitará y morirá. Los delincuentes también harán lo que sea necesario para seleccionar el reemplazo de Diana Salazar.
En ambos niveles, hay poco margen para el optimismo...
Diana Salazar, usted es una entre un millón. Quiere servir a su nación, beneficiar a su comunidad, no enriquecerse. Una y otra vez usted demostró ser igualmente capaz e incorruptible. Su realidad es verdaderamente extraordinaria frente a las realidades que observó el filósofo francés Charles de Montesquieu. “Es imposible que la riqueza no dé poder”, y “el que tiene dinero siempre es dueño del otro…”*
Bueno, no siempre. La excepcional Diana Salazar lo demostró una y otra vez con hechos, no con palabras. Desafortunadamente, al fin y al cabo, la excepción sólo prueba la existencia de la regla.
Una entre un millón significa que sólo hay otras 18 personas como Diana Salazar en todo Ecuador. Las probabilidades de encontrar una de ellas son muy escasas.
Nota al pie: Diana Salazar siempre puede postularse para la presidencia cinco años después, en 2030, en lo que seguramente será un panorama enormemente deteriorado. (Hay otra opción para ella que yo no discutiré aquí).
En cuanto a 2025, ojalá se presenten otros candidatos que sean algo más que Correa “lite”. En particular, el presidente Daniel Noboa sigue cometiendo errores de principiante; el incidente “Chatarra” con Rusia, que costó innecesariamente empleos y millones de dólares a Ecuador, es sólo el último de una serie de desafortunados errores completamente evitables. Esperamos que él crezca en el puesto.
Sin Diana Salazar como contrapeso y equilibrio después de abril de 2025, el panorama es mucho menos positivo.
A veces las cosas tienen que empeorar antes de poder mejorar. Quizás ésa sea la mera definición de “tragedia”.
